You're sitting in a room full of people. People who are strangers. You get a simple feeling that you should walk up and start a conversation. You start walking. However, when you start to open your mouth, no sound came out. Your words seem to simply be stuck in your throat. Then, you walked away. Now let's go back to that moment. The moment when your words wouldn't come out. So what if your own words didn't come out? You could just wave and  things would take off from there. If you're shy, just come out of your shell.
